Governance is a horizontal layer across the full process cycle. It determines who may design, publish, execute, approve, view, or change a process and how those actions are evidenced.

Intended concerns

• role-based access and separation of responsibilities;
• policy and control context;
• approved exceptions and their expiry;
• audit trail of changes, decisions, and execution;
• data classification and sensitive-data handling;
• evidence for compliance or internal assurance;
• controlled AI access to context and actions.
