Governance is a horizontal layer across the full process cycle. It determines who may design, publish, execute, approve, view, or change a process and how those actions are evidenced.

Intended concerns

role-based access and separation of responsibilities;
policy and control context;
approved exceptions and their expiry;
audit trail of changes, decisions, and execution;
data classification and sensitive-data handling;
evidence for compliance or internal assurance;
controlled AI access to context and actions.
